COVID-19 Emergency Rental Assistance Program

The Philadelphia Sheriff’s office is offering assistance to renters affected by COVID-19. Checkout the details below for eligibility. You can apply at PHLRentAssist.org beginning Tuesday, May 12, 2020 at 10 a.m. The deadline to apply is Saturday, May 16, 2020 at 5 p.m.

To be eligible:
-You must rent an apartment or house in Philadelphia
-You must have a valid and current written lease signed by your landlord
-You must have lost income because of COVID-19
-You do NOT have to have been diagnosed with COVID-19 to be eligible

Income guidelines apply to your income before the COVID-19-related loss.

You are NOT eligible if:
-You live in public housing
-You receive other government rental assistance (Section 8, Housing Choice Vouchers, etc.)
-You have unpaid rent from before April
-You are in the process of being evicted

You must provide these documents:
-A copy of your valid, current lease, signed by your landlord;
-Proof of income from before the COVID-19-related income loss for all adult members of the household; and
-An ID that matches the name on your lease

You will have to submit:
-The online application
-A Housing Condition Survey
-An affidavit confirming your loss of income due to COVID-19

These documents are all available through the online application. Your landlord must have a rental license and be current on City taxes. If necessary, landlords will be given one week to resolve these issues with the City.

Your landlord must also agree to:
-Accept the rental payment (the first three months of assistance will be May, June and July 2020)
-Have a rental license and be current on City taxes. If necessary, landlords will be given one week to resolve these issues with the City
-Not pursue eviction for non-payment while receiving rental assistance from the City or for six months after the final City payment
-Waive any late fees or penalties for rent not paid in April and May
-Provide six months after the final payment from the City to repay any missed rent from April and from the period while the City was paying rental assistance

Do I have to have COVID-19 to be eligible for this program?
No, you just need to have lost income because of the effect COVID-19 has had on workers, businesses and the economy

How do I apply for the COVID-19 Emergency Rental Assistance Program? Visit PHLRentAssist.org to see if you are eligible and what documents you will need.

How much help will I get? All selected tenants will receive rent assistance for up to three consecutive months for up to $2,500 total. If funding permits we will try to provide ongoing assistance for up to a year for renters who still need help after three months.

What if I do not have a lease?
You are not eligible if you do not have a lease. Please see the other side of this flier for other programs for renters.

Are there income guidelines?
Yes. See the other side of this flier. How likely am I to get help? Funding is very limited and we will not be able to help everyone.

How long will this program last?
The program will provide help until it is out of money.

How are people chosen for help?
Applicants will be randomly selected for eligibility review.

What if I have received an eviction notice?
You are not eligible if you are facing eviction. Please see the other side of this flier for other programs for renters.

My landlord is the Philadelphia Housing Authority. Am I still eligible?
No, this program is not for people in public housing. Please see the other side of this flier for other programs for renters.

I pay part of my rent with a Section 8/Housing Choice Voucher. Am I eligible?
No, if you are receiving a different government rental subsidy you are not eligible for this program. Please see the other side of this flier for other programs for renters.

What if I lost my income before COVID-19 or my income loss is unrelated to COVID-19?
This program is only available to tenants who lost income due to the impacts of COVID-19. Please see the other side of this flier for other programs for renters.

I’m a homeowner facing foreclosure. Can you help?
Homeowners facing foreclosure should visit the SaveYourHomePhilly website or call the City’s Mortgage Foreclosure Prevention Program at 215-334-4663.

What if I apply but my landlord does not respond to the City or is not willing to agree to the City’s terms?

Woman reportedly cured of H.I.V.

According to researchers, a middle aged mixed woman is the third person to be cured of H.I.V. The patient underwent a new blood transfusion procedure using umbilical cord blood or more specifically, stem cells. Scientists were able to treat her acute myeloid leukemia – a cancer that starts in blood-forming cells in the bone marrow along with building the patient an HIV-resistant immune system. This occurred because the cord blood used contained an HIV-resistant mutation. With this, the patient was able to enter remission for 14 months.

“She was part of a study that began in 2015 designed to monitor outcomes of 25 people with HIV in the U.S. who underwent a transplant, according to the National Institute of Allergy and Infectious Diseases.” – abcnews

Instead of the normal bone marrow transplant, doctors used the procedure known as a haplo-cord transplant, giving her cord blood from a partially matched donor. A relative provided her with additional blood to boost her immune system. Adult stem cells were then used to 

The first two people to be cured of H.I.V. are adult males, one male and the other latino, who received bone marrow transplants using adult stem cells.

The plan’s overall goal is a 75% reduction in new HIV diagnoses by 2025 and a 90% reduction in new HIV diagnoses by 2030.
